This is an original single web chinstrap for the WWII M1 helmet. It is constructed of OD#3 (khaki) webbing and steel hardware. It would nicely complete a lacking mid to late-war McCord or Schlueter manufactured helmet. The strap hasn't been cut; only its stitching has been undone, meaning this is still its original length.
